Why can't CoARC allow international students to the CRT and RRT exams?????

Can any one please tell me the answer to this question. Since CoARC does have an international wing.

"Hi I am in southern claifornia in Inland empire as well. I strongly suggest that you write to the Board and find out if you can write both CRT and RRt exam . You can tell them that you will take both of them. Their website is NBRC.org"
